OPPORTUNITIES

The San Diego County Board of Supervisors has committed $500,000 for a specific plan to implement all changes needed to revitalize and redevelop the Casa de Oro business district. This has been specified in a Statement of Work (“SOW”). Michael Baker International (MBI) Opportunities was contracted to perform the work specified in the SOW.



The County previously completed Phase I and II of the Casa de Oro Specific Plan project. The scope of services for Phase III includes the development of a Revitalization Specific Plan, a Form‐based Code, Design Guidelines, and a Program Environmental Impact Report (PEIR) to establish a framework to guide future private investment to transform the area into an inviting, compact, walkable and bikeable environment



Under this SOW, the Contractor shall facilitate the development and completion of the Casa de Oro Phase III Revitalization Specific Plan including:
a. Meetings and collaboration with County staff
b. Project Management and Reporting
c. Research
d. Analysis
e. Public Outreach & Engagement
f. Revitalization Specific Plan Goals, Objectives, and Policies
g. Form‐based Code
h. Design Guidelines
i. CEQA Analysis & PEIR

Input from all stakeholders is being actively sought as absolutely necessary for the success of this effort.

Key stakeholders are:
1) Community residents
2) Current and future businesses and property owners
3) County government
4) Redevelopers and other investors
